Alcohol Companies Raise Concerns Over Early-Payment Discount Mechanism

India’s leading alcoholic beverage industry bodies have urged the Telangana government to clear long-pending dues worth nearly ₹3,700 crore before implementing a new payment system that offers faster invoice settlements in exchange for a cash discount.

The representation has been jointly made by the Brewers Association of India (BAI), the International Spirits and Wines Association of India (ISWAI), and the Confederation of Indian Alcoholic Beverage Companies (CIABC). Together, these organizations represent more than 80% of India’s liquor, beer, and wine industry.

The dispute centers around a recently introduced payment mechanism under which suppliers to the Telangana State Beverages Corporation Ltd (TGBCL) can receive payments within 15 days of supply, provided they offer a cash discount ranging from 2% to 2.75%.

While the industry acknowledges that such a provision exists in tender conditions, companies argue that the discount should remain voluntary and should not be implemented while older dues remain unpaid.

Industry Says ₹3,725 Crore Remains Outstanding

In a joint letter to the Telangana government, the industry bodies highlighted that payments have only been cleared for supplies made until the first week of December 2025.

According to their estimates, dues for supplies made between December 2025 and April 2026 remain unpaid, amounting to approximately ₹3,725.73 crore.

The associations stated that introducing discounts on current supplies while older invoices remain pending creates an imbalance in commercial transactions and could raise accounting and audit-related concerns.

Industry representatives argued that businesses are effectively being asked to provide discounts on fresh supplies despite carrying substantial outstanding receivables from previous months.

Concerns Over Growing Financial Burden

The liquor industry fears that Telangana could continue prioritizing payments for recent supplies to take advantage of the early-payment discount scheme while older invoices remain unsettled.

If such a practice continues, companies believe it could lead to an expanding backlog of overdue payments.

Industry executives warn that rising receivables may increase working capital pressure, affect cash flows, and raise the risk of bad debts across the sector.

The associations have urged the state government to follow a chronological payment system, ensuring that older dues are cleared before extending benefits linked to newer invoices.

Telangana’s New Payment Mechanism

The Telangana government introduced the revised payment structure from June 1, aiming to improve payment efficiency for suppliers of alcoholic beverages.

Under the mechanism, payments for supplies made during May 2026 are being released within 15 days, subject to suppliers agreeing to provide a cash discount.

While the move is intended to accelerate settlements and improve liquidity within the supply chain, industry bodies maintain that it should not come at the expense of unresolved historical dues.

Why The Issue Matters

Telangana is one of India’s largest liquor markets, making payment practices in the state significant for major alcohol manufacturers and distributors.

A prolonged delay in clearing dues can affect production planning, inventory management, and investment decisions across the alcoholic beverage industry.

With outstanding payments nearing ₹3,700 crore, the industry’s appeal highlights the growing importance of balancing government revenue systems with supplier cash-flow requirements.

The industry bodies have called on the Telangana government to immediately clear pending dues and ensure future payments are processed in a fair and transparent manner.
